HB1419 amends preschool educational program funding in Illinois, allowing non-qualifying children to enroll if slots are available, and shifting.

HB1419 amends the Department of Early Childhood Act to modify preschool educational program funding and administration. Beginning July 1, 2026, preschool programs funded by the Department of Early Childhood may admit children ages 3 to 5 who do not qualify under low income or at-risk criteria if open enrollment slots are available. Programs must demonstrate efforts to fill slots with qualifying children or face grant reductions.
