Illinois HB1291 establishes an annual fee for electric vehicle owners, effective July 1, 2025.

Illinois HB1291 introduces an annual fee for owners of electric vehicles registered in the state, effective July 1, 2025. The fee amount is determined by multiplying the percentage of electric vehicles registered with the Secretary of State by the total number of registered electric vehicles. The Secretary of State must certify this information to the Department of Revenue by August 1 each fiscal year. The Department of Revenue then calculates the fee and notifies owners by October 1. The fee proceeds are deposited into the Road Fund.
