Illinois HB1243 establishes a 3-year pilot program for students in grades K-3 at risk of academic failure.

HB1243 amends the School Code to create a 3-year pilot program for students in kindergarten through third grade who are at risk of academic failure. Regional Office of Education No. 4 will establish this program, which will adhere to all rules for alternative learning opportunities. The pilot program aims to address behavioral concerns exacerbated by the COVID-19 pandemic and other factors. By the end of the pilot, Regional Office of Education No. 4 must report to the General Assembly on the program's methodology, student outcomes, and a framework for future models.
