Illinois HB1189 amends the Prevailing Wage Act by expanding the definition of "public works" to include federal construction projects administered or controlled by a public body, provided the prevailing wage rate meets or exceeds the federal standard. It also includes projects financed by the Environmental Protection Agency, public-private agreements, and construction of wind and solar power facilities. The act allows laborers, workers, or mechanics to sue for underpayments and imposes penalties on contractors or subcontractors found liable for such underpayments. Effective July 1, 2025.
