HB0048 amends the Open Meetings Act to allow certain public bodies to hold meetings via video or audio conference, provided a quorum is present and all members can hear discussions and testimony. This applies to tourism boards, convention center boards, and civic center boards. The bill also requires verbatim records of such meetings and mandates that at least one member be physically present at the regular meeting location. The changes do not apply to closed meetings of public bodies with statewide jurisdiction or Illinois library systems with large jurisdictions.
