Illinois HB0006, the Blight Mitigation Act, allows property owners living within one-fourth of a mile of abandoned residential property on the same street to petition the court for title after the property has been continuously abandoned for 12 months. The court will order title transfer if the petitioner presents clear and convincing evidence that the property is abandoned, the owner has been made a party to the action, and the property is not listed for sale, in receivership, or under contract for sale.
