The bill mandates a preference for Idaho residents in scholarship awards and limits the number of scholarships to no more than 10% of total sports roster positions. It also restricts the percentage of non-U.S. resident student athletes receiving scholarships to no more than 50% of the team. Scholarships awarded before July 1, 2026, to non-U.S. resident student athletes remain valid for up to four consecutive academic years.
