Idaho S1286 adds provisions to protect veterans' benefits by requiring written fee agreements for compensation, limiting compensation to five times the monthly increase in benefits, and prohibiting nonrefundable fees. It also mandates background checks for individuals accessing veterans' personal information and prohibits the use of veterans' personal log-in information for unauthorized access. The act declares an emergency and will be effective from July 1, 2026.
