Idaho H0963 revises homeowner's association laws, allowing conversion to joint ownership associations (JOA) and limiting their regulatory powers.

Idaho H0963 amends existing law to revise provisions regarding homeowner's associations and establish joint ownership associations (JOA). Homeowner's associations in existence for ten years or more will automatically convert to JOAs on January 1, 2027, unless members vote against it. JOAs can levy assessments, obtain insurance, and enter into contracts for common property maintenance. They cannot regulate conduct, aesthetic standards, or land use restrictions beyond legal limits. Meetings must be open to members, and JOAs must hold annual meetings.
