Idaho H0902 amends existing law to define terms related to solid waste disposal and domestic septage, and to ensure that municipal facilities conform to county standards. The bill also prohibits boards of county commissioners and other public authorities from using compulsory means, including flow control, to limit private sector competition. It authorizes boards of county commissioners to enter into contracts with major solid waste generators for the expected duration of operation of any solid waste processing facility.
