Idaho H0857 repeals and adds to existing law to ensure parents have equal access to their minor child's records.

Idaho H0857 repeals Section 32-717A of the Idaho Code, which previously restricted parents' access to their minor child's records, and adds a new section to ensure parents have equal access to all records, including medical, educational, childcare, law enforcement, and court records, regardless of custodial status. Access may only be restricted by court order if necessary to prevent substantial harm to the child. This act declares an emergency and will be in full force and effect on July 1, 2026.
