This bill amends existing law to ensure that a single county-wide highway district's service area expands to include annexed territory. The highway district is responsible for all county secondary and city highways and is recognized as a body politic of the state. The district can operate and expand public van and carpooling programs, rideshare platforms, or park-and-ride facilities. Cities within the district cannot maintain or supervise city highways or levy ad valorem taxes for their construction, repair, or maintenance.
