Amends annexation law to clarify consent requirements, protect certain lands, and establish procedures for annexation by cities.

This bill amends the annexation law in Idaho to clarify the consent requirements for landowners, protect certain lands from annexation, and establish procedures for annexation by cities. It defines "implied consent" for lands connected to a city's water or wastewater system. It prohibits annexation of agricultural or forest lands over five acres without landowner consent. It also prohibits annexation of fairgrounds without county board approval, and annexation of recreational areas over 50 acres without the entity's consent.
