Amends Idaho Administrative Procedure Act to establish and revise temporary rules provisions.

Amends the Idaho Administrative Procedure Act to establish provisions regarding temporary rules and revise existing provisions. Temporary rules may be adopted in emergencies or other limited situations where negotiated rulemaking is not feasible. The governor must find that an imminent threat to public health, safety, or welfare exists and publish a statement explaining the need for an earlier effective date. Temporary rules must be published in the first available issue of the bulletin and are subject to certain requirements.
