It amends sections 49-412, 49-428, 49-434, and 49-443 of Idaho Code to eliminate references to validation stickers. It also revises provisions for dealer loaner plates, operating fees, and license plate contents. The bill declares an emergency and provides an effective date of July 1, 2026.
