Revises qualifications for cosmetology licensure by updating education and apprenticeship requirements. For example, barber-stylists must complete 1,500 hours of instruction or 3,000 hours of apprenticeship. Cosmetologists must complete 1,200 hours of instruction or 3,200 hours of apprenticeship. The act also updates requirements for instructors and apprentices, and declares an emergency, effective July 1, 2026.
