Appropriates funds for implementation by the Attorney General.

Subjects hosts of digital financial asset transaction kiosks to civil penalties for acts of fraud committed through the use of the digital financial asset transaction kiosk located on the host's premises. Applies to contracts to host digital financial asset transaction kiosks that are entered into on or after the effective date of this Act. Beginning 7/1/2027, applies to contracts to host digital financial asset transaction kiosks that are in effect as of the day before the effective date of this Act.

Preserves, as state law, water quality, permitting, and aquatic resource protections that are at least as protective as federal Clean Water Act regulations and standards in effect as of January 1, 2026, and ensures their continued applicability regardless of subsequent federal amendments, repeals, or reductions.

Requires state agencies to provide an affected person with written notice containing certain information before taking final administrative actions that materially and adversely affect the person's protected liberty or property interest. Prohibits a state agency from implementing a final adverse action until the completion of any timely requested contested case proceeding unless the state agency makes certain written findings. Requires state agencies to take certain steps to ensure impartial decision-making. Requires each state agency to submit an annual report to the Legislature and make the report available on the agency's website. Requires a claim against the State for a violation of a procedural due process requirement to be satisfied from the operating budget of the state agency whose action or omission gave rise to the violation and not from the general fund. Clarifies that reporting of due process rights violations is protected under the State's Whistleblowers' Protection Act.

Prohibits any person from operating a motor vehicle equipped with an engine brake in certain areas. Prohibits motor vehicles that tow a vehicle or trailer from driving in the far left lane on any roadway that has three or more lanes for traffic moving in the same direction in a county with a population of five hundred thousand or more, with certain exceptions. Establishes penalties.

Prohibits auto manufacturers and dealers from charging a post-sale subscription fee for hardware that is already installed at the time of purchase. Establishes penalties and fines.

Requires financial institutions to establish policies for identifying financial exploitation and the training of employees. Establishes procedures for reporting suspected financial exploitation. Requires financial institutions to delay transactions, and allows freezes on assets, when there is suspected financial exploitation. Provides immunity from liability for financial institutions for any action, determination, omission, or practice related to this Act.

Limits public access to summary possession records on the Judiciary's publicly accessible electronic databases unless and until a writ of possession is issued.

Requires dealers to retain records for markups for a period of no less than three years.

Defines "business day" as used in Part I of Chapter 92, HRS, governing public meetings. Clarifies that board packets, if created, shall be made available for public inspection in the board's office during regular business hours, no later than three full business days before the public meeting. Defines "regular business hours".

Authorizes a person to remove their name from a certificate of registration from a motor vehicle if that person is party to a divorce decree that states that title to the motor vehicle was granted to the other party.

Prohibits any casino, gambling enterprise, or gambling facility from being located on state lands within or adjacent to the Aloha Stadium Development District project area or on any lands under the jurisdiction of the Stadium Authority. Prohibits athletic programs of the University of Hawaii from competing in venues that are operated by or physically integrated with a gambling enterprise while clarifying that standard naming-rights or advertising agreements do not constitute prohibited sponsorships.

Requires that state and county firefighters exempt from commercial driver licensure be subject to an alcohol and substance abuse policy for employees that is equivalent to, or exceeds the provisions of, the safety and health standards established by the United States Department of Transportation for holders of commercial driver's licenses.

Establishes the Office of the State Construction Manager within the Department of Accounting and General Services, overseen by the State Construction Manager, to organize, manage, and oversee design review of, and issue design approvals for, state construction projects.
