Beginning 1/1/2027, requires retailers engaged in the retail sale of tobacco products to display signage on lung cancer screening at each point of sale and provide written notice on lung cancer screening to each buyer of a tobacco product.

Makes numerous clarifying and conforming amendments to support these changes, including but not limited to chapters related to health, education, insurance, professions and vocations, the pain patient's bill of rights, the Uniform Probate Code, minors, the Child Protective Act, and the Penal Code. Prohibits actions based on a building code violation unless the violation was a material violation of the building code. Specifies that claimants must comply with the Contractor Repair Act and bars persons from joining a class action for failure to comply with the Contractor Repair Act. Repeals the requirement that inspections and testing be completed within nine months. Deletes duplicative language for when persons may accept a settlement offer. Limits the amount a claimant can recover if the claimant rejects a contractor's reasonable proposal for inspection or a reasonable offer to remedy. (HD1)

Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Authorizes geological subsurface characterization activities conducted by a public research institution under certain conditions. Clarifies that boreholes or test holes drilled for the purposes of geological subsurface characterization are distinct from water well exploration and geothermal or mineral exploration. Requires the Department of Business, Economic Development, and Tourism, to designate the Hawaii Groundwater and Geothermal Resources Center of the University of Hawaii, or a successor entity, as the repository for data collected from any geological subsurface characterization activity. Requires the Department of Hawaiian Home Lands to designate a repository or be the repository for any scientific data collected from any geological subsurface characterization activity on lands it holds in trust. Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements. Beginning 1/1/2027, requires the payment of an Agricultural Land Conversion Fee by the buyer or lessee in a transaction for any agricultural land that will be converted from agricultural production for certain purposes. Establishes the Agricultural Land Conversion Fee Fund to, among other things, support the Health Soils Program. Requires all state lands used in the commercial production of agricultural commodities, including any lands under lease agreements with the Department of Agriculture and Biosecurity, to use an established metric to advance the adoption of conservation practices.
