Amends the membership and responsibilities of the Public Land Trust Working Group established under Act 226, SLH 2022. Requires the Working Group to submit four reports to the Legislature: by 8/1/2026, a first interim report regarding the public land trust inventory; by 12/1/2026, a second interim report regarding Act 178, SLH 2006, financial reporting and accounting; by 6/1/2027, a preliminary draft settlement of the income and proceeds from OHA's pro rata portion of the public land trust; and by 10/1/2027, a final report that includes a final draft settlement. Requires the State, OHA, and other applicable parties to begin preliminary negotiations regarding the final draft settlement by 10/1/2027. Appropriates funds for the Legislative Reference Bureau to retain independent third-party professionals for the Working Group and requires matching funds from OHA. Effective 7/1/3000. (HD2)

Clarifies who may serve as a qualified examiner in a fitness-to-proceed examination. Clarifies the term of commitment for a defendant being held at a hospital or mental health facility for a fitness-to-proceed examination. Reduces the number of qualified examiners required for a fitness-to-proceed examination in a felony case from 3 to 1. Establishes a reduced penalty, except in certain circumstances, for a person who commits the offense of escape in the second degree while in the custody of the Director of Health. Sunsets the amendments related to fitness-to-proceed examinations on 12/31/26. Effective 7/1/3000. (HD1)

Requires any person providing doula services for compensation or representing or advertising themselves as a certified doula to register with the Director of Commerce and Consumer Affairs. Establishes certain rights for certified doulas, including being present during delivery and in any recovery rooms, if requested by the client. Requires the Director to maintain a link to the registry on the Department of Commerce and Consumer Affairs' website. Effective 1/1/2026.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including present and future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches shall be protected and shall not be infringed.

Requires manufactured hemp product distributors and manufactured hemp product retailers to register with the Department of Health to sell manufactured hemp products; requires the Department of Health to collect application fees and issue certificates of registration.

Authorizes the Department of Corrections and Rehabilitation to utilize student education partnerships to increase the amount of mental health care providers in correctional facilities across the State. Appropriates funds.

Beginning 1/1/2026, requires insurers to notify policyholders of rate changes at least 30 days before the effective date of the rate change. Effective 7/1/2050. (SD1)

Establishes a Rare Disease Advisory Council within the Department of Health to advise the State on the needs of rare disease patients.

Prohibits the operation of gasoline-powered leaf blowers in any urban land use district. Applies the existing time-of-use restrictions on leaf blowers to non-gasoline-powered leaf blowers. Increases the fines for offenses of leaf blower restrictions and provides for the forfeiture of gasoline-powered leaf blowers upon a third violation. Removes the exemption on leaf blower restrictions for government agencies.

Requires lot owners in subdivisions that are not planned communities to pay for the repair and maintenance of subdivision roads. Authorizes counties to assess and collect fees for repair and maintenance of subdivision roads if no courtappointed or deeddesignated entity is authorized to do so. Requires counties to provide certain services to associations. Restricts provisions to counties having a population greater than 200,000 but less than 500,000. Extends the reporting date and sunset date for the working group established pursuant to Act 200, SLH 2022. Appropriates moneys.

Amends the Hawaii State Constitution to prohibit the State from denying or interfering with an individual's reproductive freedom, including the right to choose to obtain an abortion and to obtain or use contraceptives.

Beginning 6/1/2026, establishes presidential preference primary elections for the 2028 election cycle. Appropriates funds. Effective 4/23/2057. (SD1)

Prohibits persons from operating a medical cannabis dispensary or producing, manufacturing, or selling cannabis products without a license from the Department of Health. Prohibits individuals from providing certain services to individuals engaging in unlicensed cannabis operations. Requires the Department of Health to send a cease and desist notice to violators. Establishes criminal penalties.

Establishes certain minimum registered nurse-to-patient staffing requirements for hospitals. No later than 9/1/2025, requires hospitals to create hospital registered nurse staffing committees. Beginning 7/1/2026, requires hospitals to implement registered nurse staffing plans. Appropriates funds.

Revises registration, fee, reporting, and enforcement requirements for charitable fundraising platforms and platform charities that solicit funds from the public. Removes duplication of registration, fee, and reporting requirements for charitable fundraising platforms and platform charities. Effective 1/1/3000. (HD1)

Repeals the Uniform Parentage Act of 1973 and updates laws relating to parentage, including enacting portions of the Uniform Parentage Act of 2017.

Establishes a nonrefundable income tax credit for taxpayers that incur costs related to the design, materials, installation, and construction of hurricane-resistant safe rooms. Effective 7/1/2077. (SD1)

Requires the Department of Budget and Finance to enter into step-in agreements for payment obligations arising under certain power purchase agreements. Establishes the Power Purchase Costs Trust Fund. Establishes that money collected from on-bill charges for power purchase agreements and money received from a surcharge supporting a reserve account that are deposited in the Trust Fund shall be held in trust by the State, and that independent power producers shall hold a beneficial interest in the moneys to the extent of the amounts owed under the covered power purchase agreements. Appoints, authorizes, and empowers an electric utility to serve as the billing, collection, and payment agent of the Department of Budget and Finance in the service of performing step-in agreements. Creates an income tax credit for qualified transportation costs incurred by certain taxpayers who ship agricultural products and inputs between counties. Applies to taxable years beginning after 12/31/2025. Effective 7/1/2050. (SD1)

Establishes the Nuclear Energy Task Force within the Hawaii State Energy Office. Requires reports to the Legislature. Effective 7/1/3000. (HD1)

Proposes a constitutional amendment to provide for a citizens' assembly and to authorize the citizens' assembly to propose to the Legislature constitutional and statutory revisions or amendments to the laws governing elections, political campaigns, campaign finance, ethics, referendum, reapportionment, legislative process, and public access to information.

Amends the definition of "special management area minor permit", in section 205A-22, HRS, to mean an action by the applicable authority authorizing: (1) Development, the valuation of which does not exceed $1,000,000, and that has no substantial adverse environmental or ecological effect, taking into account potential cumulative effects; or (2) Construction or reconstruction of single-family residential use that is less than 7,500 square feet of floor area in aggregate; is situated on a shoreline parcel or a parcel that is impacted by waves, storm surges, high tide, or shoreline erosion; and is not part of a larger development.

Exempts from the general excise tax, amounts received by a contractor for contracting work performed in a county having a population of more than one hundred twenty-five thousand but less than one hundred eighty-five thousand.

Requires the Office of Hawaiian Affairs to construct one cultural center on Oahu by 2040.
