Beginning September 30, 2028, requires the Department of Labor and Industrial Relations to annually calculate an adjusted minimum wage rate to within the nearest twenty-five cents using the Urban Hawaii Consumer Price index to take effect on January 1 of the following year unless the adjustment would result in a lower minimum wage rate.

Appropriates funds for the agricultural loan program to offer loans with an interest rate cap of four per cent; a line of credit program with a prevailing interest rate; and loans with an interest rate cap of three per cent for new farmers that commit to growing import replacement crops and farm-to-state programs.

Requires Liquor Commissions or Boards to deny any renewal for a liquor license if the applicant for renewal has violated any provision of the Intoxicating Liquor Law under chapter 281, Hawaii Revised Statutes, on three separate occasions during the twelve-month period preceding the renewal application date.

Transfers the Hawaii Broadband and Digital Equity Office from the Department of Business, Economic Development, and Tourism to the Office of Enterprise Technology Services in the Department of Accounting and General Services. Establishes the Hawaii Broadband and Digital Equity Special Fund. Appropriates funds.

Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale or rent in perpetuity to buyers or renters who are residents of the State, are owner-occupants or renters, and do not own any other real property. (SD1)

Updates the Agricultural Loan Program by lowering interest rates, increasing and standardizing loan limits, and reducing the number of credit denials. Authorizes the Program to issue lines of credit. Creates a new class of loans to encourage large scale agriculture of import replacement crops grown for the Farm to State Program. Appropriates funds into and out of the Agricultural Loan Revolving Fund. (SD1)

Authorizes the issuance of general obligation bonds and appropriated funds for capital improvement projects in the 18th representative district.

Allows striking workers to be eligible for unemployment benefits. Effective 7/1/3000. (HD1)

Creates an offshore wind energy working group to generate a roadmap to define standards to consider in the developmental process for offshore wind energy. Requires the working group to submit a report to the legislature prior to the 2027 regular session.

Authorizes the counties to sell or dispose of property bordering the ocean when the Department of Transportation requests the acquisition of the property for state highway purposes. Effective 7/1/3000. (HD1)
