For taxable years beginning after 12/31/2026, establishes a 5-year aquaculture investment tax credit for taxpayers that incur qualifying investment costs relating to qualified aquaculture businesses.

Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2028 and dissolve on 6/30/2028. Appropriates funds.

Requires the Department of Health to adopt by 12/31/2027, rules setting forth performance and emission standards for large municipal waste combustor plants operating within the State, in compliance with proposed federal rules. Beginning 1/1/2028, requires large municipal waste combustor plants operating within the State to comply with the rules.

Authorizes the issuance of general obligation bonds to the Agribusiness Development Corporation for the purchase of the Halaula Agricultural Parcel for agricultural development.

Authorizes condominium associations and managing agents to charge reasonable costs for administrative services related to providing documentation not already in existence or preparing forms to facilitate a private sales transaction.

Requires each county to adopt display standards requiring visible and readable street addresses and to require owners of residential and commercial buildings to post street addresses in accordance with the county's display standards.

Exempts housing developments that have obtained financing commitments from the State or is located on state land from the requirement to obtain approval from the applicable county council. Effective 7/1/2050.

Requires hourly rate or salary ranges to be disclosed on job listings for full-time, part-time, temporary, or seasonal employees. Removes the exemption for employers having fewer than fifty employees.

Establishes a Teacher Workforce Housing Stipend Program at public schools classified as rural or underserved. Requires the Department of Education to administer the program and report findings to the Legislature. Appropriates funds.

Increases the filing thresholds for the General Excise Tax and Transient Accommodations Tax.

Prohibits a law enforcement agency from entering into an agreement for the delegation of immigration enforcement authority to a state or county agency.

Authorizes the issuance of special purpose revenue bonds for the planning, design, and construction of the Fenix Space launch platform system and Fenix Space Hilo flight operations facility.

Requires each state agency to expeditiously use energy efficient lighting. Requires the Hawaii State Energy Office to provide technical assistance and survey state agencies for compliance, prioritizing first responder facilities. Requires the Department of Accounting and General Services to assist the Hawaii State Energy Office in conducting the survey. Requires a report of the survey to the Legislature.

Repeals provisions requiring all deposit beverage distributors to send monthly or semi-annual distribution reports and supporting records to the Department of Health; develop and submit to the program for approval, an internal control process to ensure accurate data reporting and adequate record maintenance; and obtain biennial independent audits.

Transfers the Hawaii Climate Change Mitigation and Adaptation Commission from the Department of Land and Natural Resources to the Office of Planning and Sustainable Development for administrative purposes. Removes the manager of the Coastal Zone Management Program from the Commission. Adds a representative from the University of Hawaii to the Commission.

Requires original smartphone manufacturers to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms.

Part II - Requires health care professionals, and courts and agencies in receipt of the filing, to report to the respective licensing board any legal or administrative complaint, claim, or action for damages filed against the health care professional within thirty days of receipt of the filing. Requires review by the licensing boards. Requires filings against physicians, osteopathic physicians, or podiatrists to be reported to the Department of Commerce and Consumer Affairs. Requires selfinsured health care providers and professional liability insurers for health care providers to report to the Insurance Commissioner any medical tort claims filed with the court and requires the Insurance Commissioner to forward certain information to the appropriate professional board or the Department of Commerce and Consumer Affairs. Part III Extends the time frame by which a medical tort action can be brought and establishes additional tolling conditions. Increases the cap on damages recoverable for pain and suffering in medical tort actions.

Removes the Adjutant General as a nonvoting ex-officio member of the Hawaii Emergency Medical Services Advisory Committee. Adds the Administrator of the Hawaii Emergency Management Agency as a nonvoting ex-officio member of the EMSAC.

Temporarily allows each county, by resolution of its county council, to petition for the redistricting of land from an agricultural district to a rural district through the Land Use Commission's declaratory ruling process. Effective 7/1/2027. Sunsets 6/30/2030.

Defines the public trust responsibilities of the Commission on Water Resource Management. Allows the Commission to retain independent legal counsel. Amends the scope of the Commission to include declaration of emergencies. Repeals the position of Deputy to the Chairperson of the Commission on Water Resource Management and establishes the position of Executive Director. Amends the composition of the Commission. Authorizes entities to challenge an emergency order of the Commission under certain conditions. Establishes fines for certain water use offenses.

Prohibits certain foreign parties from owning, purchasing, or acquiring an interest in agricultural lands. Establishes an Office of Agricultural Intelligence within the Department of Agriculture to investigate claims that land is unlawfully owned by a prohibited foreign party. Requires the Attorney General to undertake enforcement activities. Appropriates moneys.

Creates the Aloha Aina Land Trust to rehabilitate and manage lands transferred by the United States military to the State after the leases for those lands expires. Appropriates funds.

Requires the Department of Transportation to inspect personal aircraft that enter the State and land at state airports for the purpose of preventing the unauthorized transportation of fireworks and article pyrotechnic into the State. Requires the Department to coordinate with an appropriate law enforcement agency or county fire department to dispose of prohibited fireworks and articles pyrotechnic.
