Amends the minimum monthly guaranteed compensation an individual must earn to be exempt from certain wage and hour requirements. Requires the minimum wage to increase to $18.00 per hour beginning 1/1/2027, instead of 1/1/2028. Increases the minimum wage on 1/1/2028, 1/1/2029, and 1/1/2030. Prohibits tipped employees from being paid less than the minimum wage. Beginning on 9/30/2030, and on September 30 of each year thereafter, requires the Department of Labor and Industrial Relations to calculate an adjusted minimum wage rate.

Ensures Department of Education and charter school students receive nonpartisan information, before reaching voting age, on how to properly preregister or register to vote.

Prohibits the sale of nonprescription diet pills and dietary supplements for weight loss or muscle building to any person under eighteen years of age. Requires retail establishments and delivery sellers to follow certain protocols regarding certain products to prevent access by minors to the restricted products.

Establishes a family caregiver tax credit for nonpaid family caregivers. Requires the Department of Taxation to submit annual reports to the legislature. Appropriates moneys to the Executive Office on Aging. The tax credit applies to taxable years beginning after 12/31/2027. Effective 12/31/2026.

Prohibits a financial risk-bearing entity from administering Medicaid services. Requires the Department of Human Services to contract with one or more administrative services organizations to perform non-risk administrative functions for the operation of the State's Medicaid program. Requires the Department to establish a Medicaid Care Coordination Program to contract with community-based programs to provide care coordination services. Requires physicians, other independent practitioners, hospitals, and other institutional providers to be paid or reimbursed directly by the State's medicaid agency. Requires the Department to establish regional health hubs in each county to serve as localized oversight bodies. Requires the Department to convene a Medicaid Stakeholder Advisory Group to support continuous improvement throughout the transition period. Requires reports to the Legislature. Appropriate funds.

Amends sections 208 and 209(a) of the Hawaiian Homes Commission Act, 1920, to include nieces and nephews who are at least one-quarter Native Hawaiian as qualifying relatives of lessees for the purposes of lease transfer and lease successorship.

Limits the independent audit requirement to deposit beverage distributors who distribute 2,000,000 or more deposit beverage containers a year. Identifies frequency of obtaining and submitting independent audits based on quantities of deposit beverage containers imported, manufactured, or distributed. Allows applications for class 10 special licenses to be submitted electronically and for a single application to apply any fundraising event that spans multiple parcels of land owned by the same entity. Increases the percentage of fines assessed by all county liquor commissions that may be used to fund public liquor-related educational or enforcement programs.

Provides a path for expungement from the child abuse and neglect registry for survivors of human trafficking, sexual exploitation, domestic violence, or coercive abuse if certain conditions are met.
