Requesting an audit of no-bid contracts issued by state and county agencies during emergencies from 2020 to 2025.

The bill requests the Auditor to conduct an audit of no-bid contracts issued by state and county agencies under proclamations declaring states of emergency between January 1, 2020, and December 31, 2025. The audit will review the justifications, price valuations, and accountability standards used for these contracts. The Auditor is also asked to assess inconsistencies in how agencies enter into no-bid contracts during emergencies and to propose any necessary reforms. The Auditor must submit a report to the Legislature no later than twenty days before the 2027 Regular Session.
