Hawaii SB831 amends the residential landlord-tenant code to enhance legal protections for tenants. It allows tenants who prevail in a lawsuit for a violation of the code to be awarded damages, reasonable attorney's fees, and costs of the suit. The damages awarded must be at least $1,000 or threefold the tenant's sustained damages, whichever is greater. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.
