Hawaii SB820 amends the vehicle title transfer process by reducing the time for transferees to forward the certificate of ownership to the director of finance from thirty to fourteen calendar days, or sixty days if the lien holder does not have an office in the state. It also increases the fee for a new certificate of ownership to $50, in addition to existing fees. The bill provides relief to transferors from liability if the transferee fails to comply with the new provisions.
