This bill amends Hawaii law to allow undocumented students to be considered residents of the state for tuition, financial assistance, and university program participation at the University of Hawaii. To qualify, students must have established residency in Hawaii for at least twelve consecutive months, attended a U.S. high school for at least three years, attained a high school diploma or equivalent, and filed for Deferred Action for Childhood Arrivals or an affidavit affirming their intent to file.
