The bill aims to prevent retailers from using dynamic pricing on food sold or eligible for the Supplemental Nutrition Assistance Program and Special Supplemental Foods Program for Women, Infants, and Children. Dynamic pricing, which fluctuates prices based on demand, season, consumer data, or other factors, can obscure base prices and negatively impact low-income consumers. Violators face civil fines up to $5,000 per item per day. The act does not affect rights and duties that matured, penalties incurred, or proceedings begun before its effective date.
