Hawaii SB745 amends the state's statutes to include high-speed electric bicycles within the definition of "motorcycle." It also mandates that individuals under sixteen years old wear a properly fitted and fastened bicycle helmet when operating a bicycle on public property. Additionally, it requires that minors under eighteen wear helmets when operating high-speed electric bicycles. Violations of these helmet requirements are punishable by a fine of up to $25. The fines collected are to be paid into the state general fund.
