Establishes a spay and neuter special fund to reduce animal overpopulation in Hawaii.

This bill establishes a spay and neuter special fund to provide moneys for spay and neuter efforts. It also establishes a spay and neuter special fund advisory committee to develop eligibility criteria for and oversee the disbursement of the fund. The bill authorizes taxpayers to designate $5 of their state income tax refund to the fund. The fund will be used to pay for spay and neuter surgeries and associated veterinary care, and to support eligible nonprofit organizations carrying out spay and neuter efforts. The bill takes effect on July 1, 2025.
