The bill mandates accelerated upgrades, conversions, or connections of cesspools in Hawaii to mitigate pollution and protect public health and water quality. Priority level 1 cesspools must be upgraded or connected by January 1, 2035, with certain exceptions extended to 2040. Priority level 2 cesspools must be upgraded or connected by 2040. Exemptions can be granted for financial inability or legitimate reasons such as small lot size or steep topography.
