Establishes the Pomaikai Hawaii Fund to benefit bona fide residents of Hawaii.
The bill establishes the Pomaikai Hawaii Fund, a trust fund outside the state treasury, consisting of a percentage of visitor green fees collected by the department. The fund is intended for the exclusive benefit of bona fide residents of Hawaii and is not subject to appropriation for other purposes. The Department of Budget and Finance will administer the fund. The Director of Finance will adopt rules for the fund's administration, eligibility criteria, and investment criteria, modeled after the Hawaii Employees' Retirement System and the Hawaii Employer-Union Health Benefits Trust Fund.
