Accelerates deadlines for cesspool upgrades and conversions in Hawaii, establishes tax credits, and provides funding for compliance.

This bill mandates that all cesspools in Hawaii be upgraded or converted to approved wastewater systems or connected to sewerage systems by specific dates. Priority level 1 cesspools must comply by January 1, 2035, while priority level 2 cesspools must comply by January 1, 2040. Exemptions can be granted for financial infeasibility or other legitimate reasons. The bill also establishes a cesspool upgrade, conversion, or connection income tax credit, up to $10,000 per qualified cesspool, and appropriates funds for the cesspool compliance pilot grant program.
