Manufacturers with a general excise tax license and a class 1, 14, or 18 license, or a license from another state, can obtain a direct shipper permit. They must ship in labeled containers, obtain a signature from a person 21 or older, report shipments annually, and pay taxes. Direct shipments are for personal use only, not for resale.
