Hawaii SB3205 raises the tax on electronic smoking devices and e-liquids from 70% to 90% of the wholesale price, effective January 1, 2027. The additional tax revenue will be deposited into the Hawaii cancer research special fund to support research and operating expenses and capital expenditures. The bill also adjusts the tax rates on cigarettes, little cigars, and other tobacco products. The tax on cigarettes will increase to 18 cents per cigarette starting January 1, 2026. The tax on little cigars will increase to 11 cents per little cigar starting October 1, 2009.
