Hawaii SB3091 makes emergency appropriations for fiscal years 2025-2026 and 2026-2027 to cover salary increases and other cost adjustments for state officers and employees. These appropriations are for those excluded from collective bargaining and belong to the same compensation plans as those within bargaining unit (11). Funds are to be allotted by the director of finance to the appropriate state departments. Any unexpended funds by June 30, 2026, and June 30, 2027, will lapse. The act is recommended by the governor for immediate passage.
