This bill establishes the office of marine affairs within the Hawaii technology development corporation to promote Hawaii's blue economy and marine resource development. The office will develop a statewide marine affairs strategy, conduct assessments, and propose solutions to regulatory and capital barriers. It will also coordinate state agencies, facilitate private and public marine exploration, and assist in formulating program proposals. The office will be led by a marine affairs task force and a marine affairs coordinator, who will report to the governor and legislature.
