The bill establishes mandatory, enforceable standards for the handling, storage, treatment, and movement of mulch and green waste materials in areas infested by the coconut rhinoceros beetle. It requires all mulch and green waste to be treated using mechanical turning or heat-based processing to kill beetle larvae. The bill prohibits the storage of untreated material for more than 72 hours and restricts the size of piles to one cubic yard. It mandates treatment before any transfer, commercial sale, distribution, or off-site hauling.
