It prohibits the sale of lei or lei materials labeled "Hawaii Grown" unless at least 90% of the materials were cultivated or harvested in Hawaii. Similarly, lei labeled "Hawaii Made" must be crafted or assembled within the state. Starting January 1, 2043, state executive agencies are prohibited from purchasing lei containing plant material grown outside of Hawaii.
