Establishes a two-year pilot program to provide fare-free public transportation for youth and their caregivers in Hawaii.

The bill establishes a two-year statewide pilot program to provide fare-free public transportation for residents eighteen years of age and younger, as well as one parent, legal custodian, or caregiver accompanying eligible children twelve years of age and younger. Each county transit agency will administer the pilot program within its jurisdiction, using existing fare-free card systems or other verification methods to issue and manage youth transit passes.
