Establishes voter service centers to better serve voters with accessibility needs, new registrants, and those changing their name or residence.

The bill amends Hawaii Revised Statutes to establish voter service centers in each county, open from the tenth business day before an election until the closing hour of voting. These centers will have separate lines for voters with accessibility needs, new registrants, and those changing their name or residence. If a line is unoccupied, clerks may assist voters in another line. The centers will also allow voters standing in line at closing to cast their ballots. The bill repeals and replaces existing statutory material to reflect these changes.
