Prohibits campaign contributions by contractors, grantees, and their family members during government contracts.

This bill amends Hawaii Revised Statutes to prohibit individuals and entities entering into contracts or receiving grants or subsidies from the state or any county from making campaign contributions during the contract or grant period. It also prohibits officers or immediate family members of contractors or grantees from making such contributions. Any unlawful contributions must be returned to the contributor within 30 days, or they will escheat to the Hawaii election campaign fund. The bill does not affect rights, duties, penalties, or proceedings that occurred before its effective date.
