Exempts state- or county-sponsored infrastructure projects from special management area use permit requirements in coastal zones.

This bill amends the definition of "development" in Hawaii's Coastal Zone Management Act to exempt state- or county-sponsored infrastructure improvement projects from special management area use permit requirements. These projects must be consistent with applicable county community plans and include repairs, maintenance, restoration, replacement, enhancement, or new construction of public infrastructure. The bill also excludes certain activities from the definition of "development" to streamline the delivery of essential public infrastructure.
