This bill creates a cesspool upgrade, conversion, or connection income tax credit for taxpayers in Hawaii. It allows a credit of up to $10,000 for qualified expenses incurred in upgrading or converting a cesspool into a septic system or an aerobic treatment unit system, or connecting a cesspool to a sewer system. The credit is subject to a cap of $5,000,000 for all taxpayers in any taxable year. The Department of Health is responsible for certifying cesspools and collecting records of qualified expenses.
