The bill establishes a statewide net greenhouse gas emission target to sequester more atmospheric carbon and greenhouse gases than are anthropogenically emitted within the State as quickly as practicable. The target is to reduce statewide net greenhouse gas emissions by at least fifty percent below the level of the statewide net greenhouse gas emissions in 2005 by December 31, 2030, and to achieve net zero emissions by December 31, 2045.
