This bill directs the Legislative Reference Bureau, in collaboration with the Department of Budget and Finance, to conduct a study on the costs, savings, and productivity changes of transitioning Hawaii's legislative calendar to continuous operation. The study will estimate fiscal impacts, compare productivity with other continuous legislatures, and submit a report to the legislature by 20 days before the 2027 session. Funding for the study is appropriated for fiscal year 2026-2027.
