Prohibits land dispositions to the U.S. military that allow military training activities on Hawaii public lands.

This bill amends Hawaii law to prohibit the board of land and natural resources from approving any land dispositions or renewing leases to the U.S. military that allow or facilitate military training activities on the leased lands. The board must establish criteria for selecting lessees and determine lease rental based on fair market value. The bill also requires leases to acknowledge the state's authority over environmental matters and include provisions for terminating the lease if state or federal environmental laws are violated. The changes take effect July 1, 2025.
