The bill establishes a five-year pilot program to help reduce overcrowding at the Hawaii State Hospital and ensure the safety of hospital staff and personnel. The Department of Corrections and Rehabilitation will reserve at least one cell or personal living space for every two inmates who have filed a motion or cited a defense. The pilot program will be jointly managed by the Department of Corrections and Rehabilitation and the Department of Health until the inmate's fitness to proceed is determined.
