Establishes a citizens' assembly to propose constitutional and statutory revisions or amendments to election laws.

This bill proposes an amendment to the Constitution of the State of Hawaii to establish a citizens' assembly. The assembly will be composed of twenty-five members selected at random from population categories representative of the adult population. It will convene in 2026 and every four years thereafter, disbanding after the next general election.
