The bill establishes the Hawaii lottery and gaming corporation to conduct and regulate gaming for state benefit and community betterment. The corporation will offer games of chance and skill, enter into agreements for multistate games, and provide responsible gambling services. It will be governed by a board of directors and employ a gaming provider selected through a competitive process. The corporation will be exempt from taxation and its proceeds will fund education, capital improvements, scholarships, and problem gambling programs. The bill takes effect July 1, 2025.
