The bill establishes the Hawaii Lottery and Gaming Corporation to conduct and regulate wagering and gaming for the benefit of the State and for community betterment purposes. The corporation will offer wagering on games of chance and games of skill, conduct gaming entertainment events, and engage in other activities consistent with its purpose. The corporation will be governed by a board of directors, which will select a gaming provider, adopt rules and policies, and perform other functions to carry out the purposes of the chapter.
