Hawaii SB1505 modifies the excise tax rates for cigarettes, cigars, and tobacco products. It introduces a tax on premium cigars, defined as cigars wrapped in whole tobacco leaf, containing a one hundred percent leaf tobacco binder, at least fifty percent long filler tobacco, handmade or hand rolled, and without a filter. The bill also adjusts the tax rates for cigarettes and other tobacco products over time. The tax on premium cigars is set at 50 cents per cigar, effective from January 1, 2026.
